White-Faced Whistling Duck Green Cay 02/22/2017

At about 1215, Half way around the longer trail, near the chickee hut about 50 feet from the boardwalk, I observed a white-faced whistling duck in the company of more than a dozen black-bellied whistling ducks.
I have a couple very good photos but can't seem to upload them here.
I'm happy to share with anyone who wants.

I get e-bird's rare bird alert, which has dutifully reported the extremely unlikely Black-backed Oriole in PA, but no mention yet of this bird. When I saw it yesterday, a couple next to me said they had "6 of these" in their backyard pond, Anyone think it flew up from South America?

The bird has a leg band, so it's more likely an escapee from a local waterfowl collector.

It's definitely the same bird that was spotted in January last year at Green Cay, and again in May 2016. I've gone back on some of the photos taken by a few friends in Jan 2016 and May 2016, and the same black leg band is there. I can see the leg band in one of my shots of this duck from last weekend.
