It's a male Pin-tailed Whydah. Curiously, the habitat where you photographed this bird looks remarkably similar to the habitat where David and Tammy McQuade photographed a male Pin-tailed Whydah in South Miami on September 22. See their eBird checklist at http://ebird.org/ebird/view/checklist?subID=S39331557
The P-T Whydah I found in S. Miami was a similar habitat, along a walk way feeding on the grass at the edge. After the grass was mowed it moved to a patch of grass near a parked truck that was not mowed (Picture in previous post).
Joe, one has to assume that the Pin-tailed Whydah you reported on 9/21 is the same bird reported by the McQuades on 9/22. It's likely that the McQuades saw your eBird report and went to that location the next day to see it for themselves.
You are correct. I did not review the ebird checklist and location of their sighting. They definitely have better pictures although they excluded the truck in their composition.
