Neighbor Cut Tree- Meadow Larks

Our neighbor cut down a large tree on the back of her property. It served as a nesting and perching place for blue jays, mourning doves and mocking birds... and, as of this year, Meadow Larks. The tree was also being pollinated by bees when it was cut down.
I am not interested in having this person fined. Don't know if they were permitted or not, but any idea of what we suggest as sort of mitigation? HELP!

Find out if they're willing to plant another tree. Pick one the birds like. If they won't plant one, plant one in your yard. If you need a free tree, I've got plenty of all the types that birds like.
