Flock of swallowtailed kites-naples

A friend of mine, Bob Alonso called me and told me that he had a flock of 19 swallow-tailed kites in front of a big storm in Naples yesterday. I have no idea why they would be flocking in June. He took some photos, and sent them over, they're terrible photos but clearly identifiable as swallowtails. Any ideas?

I've seen similar-sized flocks of Swallow-tailed Kites along Tamiami Trail, hunting over fields that were swarming with dragonflies. If a food source is abundant but concentrated in a small area, it can result in a kite feeding frenzy.
That makes sense. He told me he thought they were feeding on flying insects period I was thinking mosquitoes comma which made no sense at all. Thanks
Years ago I was playing baseball in the fields on 67 Ave south of Miller Dr. and I noticed 11 Swallow-tailed Kites overhead. Most ST Kite flocks go to 10, but this flock went to 11.
Couldn't the kites just make 10 a little louder?
