Can anyone idendify this bird (no picture)

I saw a bird while jogging (so no picture) in Boca near Yamoto and Congress in one of the ponds near our hotel. Most arresting was its face which had a bright red mask around the eyes. It was about the size of a gallinule and was standing near or in the water. It had a black sleek body but with a bright white stripe on the side near the underside of the wing. The neck was longish and had short black and white feathers that looked salt and pepper. The head was black with perhaps a very short black crown. What was most arresting was the red on its face to such an extent that I did not notice the beak. Can anyone identify the bird from this description?

Your description fits an adult Common Gallinule.

I looked at a picture of the common gallinule and they are not the same. The bird I saw had a red mask around its eyes, the body was a dark black and the neck was not the same colour as the body.
